Retail logistics faces its toughest challenge every year in the weeks leading up to Christmas, when weeks of accumulated consumer demand collide with limited freight capacity, congested ports, and a shrinking delivery window. For retailers and importers, the difference between a smooth peak season and a costly one usually comes down to decisions made months earlier, not scrambling once volume spikes in November.

The good news is that the disruptions retailers face every holiday season are very predictable. Carrier capacity tightens on the same lanes every year. Import and customs volumes increase across the same categories. Warehouse space fills up in the same regions. That predictability means these problems can be planned for well in advance, and the businesses that plan for them tend to spend the holidays serving customers rather than chasing down late freight.

Why Retail Logistics Gets Harder Before Christmas

Every retail supply chain runs on a set timeline, and Christmas compresses that timeline more than any other time of year. Import volumes increase significantly in the fall as retailers bring in inventory ahead of the holiday buying season, and that puts pressure on ports, rail yards, and distribution centres all at once. As carriers give priority to freight that has guaranteed capacity, shippers that wait until the last minute often find themselves further back in line than they expected.

Congestion compounds the problem. Ports and rail terminals that move freight smoothly in the summer can slow considerably once peak season volumes arrive, and winter weather across much of Canada adds a further layer of unpredictability to rail and trucking schedules. None of this is new to anyone who has lived through a holiday season in retail logistics, but it is worth stating plainly: the system does not have spare capacity sitting idle, waiting for latecomers.

That is the core challenge underneath every other decision in this article. Freight capacity, customs processing, and warehouse space are limited resources that get more expensive and harder to secure as December approaches. Retailers who start peak-season planning only in Q4 are already at a disadvantage. The ones who perform best generally start securing capacity and reviewing customs documentation well before the summer ends.

Labour creates additional pressure. Warehouses, terminals, carriers, and retailers are all competing for seasonal workers at the same time, leaving the people responsible for unloading, sorting, and moving freight with less capacity just as shipment volumes reach their peak. A retailer’s logistics strategy cannot be planned separately from these labour constraints, since every partner in the supply chain faces the same seasonal labour shortage.

Booking Freight Capacity Ahead of the Rush

Freight capacity is usually the first thing to become unavailable once peak season hits, and it disappears fastest on the routes retailers rely on most. Waiting until October or November to secure trucking, rail, or ocean capacity often means paying a premium for whatever is left, if it is available at all. Retailers who avoid this situation typically treat capacity planning as a mid-year task rather than a last-minute one.

A few practices make a meaningful difference heading into peak season:

Book capacity early

Committing to volumes and routes months ahead, rather than shipping on the spot market, gives a retailer priority when space becomes limited.

Diversify across carriers and modes

Relying on a single carrier or a single mode leaves no alternative if that option becomes unavailable. Using trucking, rail, and intermodal capacity together provides options when one route becomes limited.

Keep a buffer of less-than-truckload or full-truckload flexibility

Smaller, faster-moving shipments can fill gaps that large committed freight cannot always cover on short notice.

Confirm service commitments in writing

Verbal assurances are less reliable once a carrier’s network experiences high demand; documented agreements clarify expectations for both parties.

A logistics partner with access to multiple modes, trucking, rail, and intermodal, provides a clear advantage in this situation. When one route becomes limited or one carrier’s network gets overwhelmed, an established relationship across several transportation options gives a retailer somewhere to turn that a single-mode shipper simply does not have.

Customs and Cross-Border Readiness for Holiday Import Volume

Peak season affects customs processing as well as transportation. Import volumes increase for most importers at the same time, and even minor documentation errors that might cause a short delay in July can result in a much longer hold when processing queues are already high in November and December.

Retailers moving goods across the border ahead of the holidays are generally better prepared when they have:

Accurate HS codes (Harmonized System codes) and tariff classifications for every product line being imported.
Complete, accurate commercial invoices that match the goods being shipped, with no last-minute corrections needed.
Documentation filed in advance wherever the shipment and mode allow for it, rather than at the border.
A customs broker who is actively monitoring regulatory changes that could affect the retailer’s specific product categories before they become a problem at the border.

None of this is complicated on its own, but it becomes far harder to fix under pressure. Getting customs documentation right in September is a straightforward administrative task. Correcting it while a shipment is already delayed at the border during peak season is a more costly and time-consuming version of the same task. Working with a customs broker before peak season begins, rather than after a delay occurs, reduces the likelihood of that second scenario.

Staging Inventory Before the Surge

Even with freight booked and customs paperwork in order, goods still need somewhere to go once they land. Warehousing and transloading, the process of moving freight from one mode or container type to another, let retailers position inventory closer to the markets where it will actually be needed, rather than leaving everything to arrive at the last possible moment from a single point of entry.

A few ways this applies in practice:

Consolidating shipments reduces the number of times freight is handled, which lowers the risk of delay or damage during a period when handling volume is higher than usual.
Transloading allows bulk shipments to be broken down into retail-ready formats closer to their final destination, instead of shipping fully packaged inventory the entire distance.
Positioning safety stock in regional warehousing ahead of peak week reduces dependence on a single, longer transportation leg arriving exactly on schedule.
Planning warehouse and reverse logistics capacity for the post-holiday return period matters just as much as planning for the inbound shipments, since returns volume increases quickly once the season ends.

Retailers who include warehousing in their peak-season strategy, rather than addressing it only after goods arrive, generally have more flexibility to respond when an earlier step in the process is delayed or changed.

Planning for Weather and Disruption

Winter weather is one of the more predictable sources of disruption during the holiday shipping season, even though its exact timing and severity are not. Snow, ice, and extreme cold can slow rail and trucking schedules across much of Canada, and port operations can also experience weather-related delays. Retailers who build their peak-season plans assuming perfect conditions from October through December are likely to encounter problems they did not plan for.

Retailers who handle this well are not necessarily the ones who avoid disruption. They are the ones who have alternative routing options and a logistics partner who can move freight between modes when conditions change. A shipment that can move by rail, truck, or an intermodal combination has more paths available when one option slows down, compared to a shipment assigned to a single mode and a single route.

Building this kind of flexibility into a peak-season plan requires coordination before winter begins. It means knowing in advance what the alternatives are for a given route, rather than figuring it out for the first time after a shipment is already delayed.

What This Means for Retail Logistics Heading Into the Holidays

Retail logistics during the holidays depends on specific decisions made before the season begins. None of these are new problems, and increased effort in December does not resolve them. They are addressed by starting the planning process months in advance:

How early freight capacity is booked for the routes and carriers a retailer depends on.
How prepared customs documentation is for higher import volumes.
How close inventory is positioned to the markets that need it before peak week arrives.
How much flexibility is built into routing plans to account for winter weather and other disruptions.

This is the kind of planning WTC Group works through with businesses every year, not just for the holidays but as part of how freight moves reliably through every season. Our multimodal transportation network, transloading and warehousing capabilities, and experience with cross-border and customs coordination give retailers and importers more options when conditions shift, and fewer unexpected issues when volume increases.

Peak season will continue to be the busiest and least predictable period of the year for retail logistics. The businesses that finish it with satisfied customers and manageable costs are not always the ones with the most resources. They are the ones that began planning early, developed a clear plan for their freight, customs, and warehousing decisions, and built enough flexibility to manage whatever conditions occur in November and December.

If your business is getting ready for peak season and wants a clearer picture of where your freight capacity, customs readiness, or warehousing plan may need attention, get in touch with WTC Group to talk through a plan built around your timelines, not the busiest weeks of the year.
